tui/tui-io.c currently depends on libreadline internal symbol readline_echoing_p
or _rl_echoing_p.

Either GDB should no longer depend on it or readline should make the symbol
public (and GDB `extern' should no longer be required).

Verification whether such GDB change does not cause a regression depends on the
Bug 10722.
