For historical reasons the 'src' tree installs configure.info.  However, that
file has become partly obsolete, and if it were to be updated and distributed,
the Autoconf project may be in a better position to do that.

Thus, it seems best to stop distributing it with GDB/Binutils, and instead
possibly hand over maintenance to Autoconf---see the discussion at
