Command as below:
 cd gdb/gdbserver
 mkdir buid
 cd build
 ./configure --target=3Darm-poky-linux-gnueabi --host=3Darm-poky-linux-gnue=
abi
 make

it show the message as summary.

Solution:
 add correct path to gdb/gdbserver/Makefile.in line 583
 from 'alloc-ipa.o: ../alloc.c' to 'alloc-ipa.o: ../../alloc.c'
