I ran into the same problem, building x86_64-elf-gdb on macOS 11.2.1. I fully agree with your problem analysis, but I'm not sure about your fix, which did not work for m= e. The specific compiler error I was getting concerned the call to strncmp() in bfd_section_is_ctf() in bfd/elf-bfd.h. Consequently, it seemed to me that t= he way to fix this would be to #include in bfd/elf-bfd.h.
