here some similar treatment in create_exception_master_breakpoint_hook, but
that one it not used, instead the probe interface is used.

Perhaps I'll find a configuration where probes are not used and I can see the
effect of making changes here.  Or, I could disable the probe interface only
for the master exception breakpoint, and try that.
