Fetch and store FP registers by PTRACE_{G,S}ETREGSET
If kernel supports PTRACE_GETREGSET, GDB uses PTRACE_{G,S}ETREGSET
to fetch and store FP registers.

* arm-linux-nat.c (fetch_fpregister): Use PTRACE_GETREGSET.
(fetch_fpregs): Likewise.
