I downloaded the newest stable release and the latest CVS, but gdb would
never actually be built. Make doesn't fail, but apparently it isn't being
configured to actually make gdb. I've included a link to a log of
./configure &&
gmake: http://csurs2.csr.uky.edu/~brandon/gdb_make.log

You're doing everything right, but gdb just hasn't been ported
to ia64-hp-hpux11.23 yet.
Near the top of your log is:
*** This configuration is not supported in the following subdirectories:
readline mmalloc gdb
