   (1b) I am not aware how to make CVS repository copy for local use
   (but there may be some tool).

It is just a matter of rsyncing the CVSROOT locally... Something like,

rsync --archive --delete --compress --progress \
      --exclude '#cvs.*' --exclude 'CVSROOT/config' \
      --exclude 'CVSROOT/history' --exclude 'CVSROOT/updatelog' \
      rsync://sources.redhat.com/gdb-cvs /com/cvs/gdb

And in your checkout to update the CVS/Root files:

for x in $(find . -name Root); do echo /com/gdb > $x; done
