For at least the past 10 years, VMS compilers have defined __VMS; they
no longer define VMS when in standards-conformance mode.  If porting
to VMS is still an issue, code should use __VMS rather than VMS, since
__VMS will work even when the compiler is conforming to the standards.

(For what it's worth, I won't shed any tears if you remove the VMS
stuff entirely.)
