The Single Unix Specification requires that sem_open() returns ENOSPC when
"there is insufficient space for the creation of the new named semaphore".
Anyway, when we create named semaphores until failure, the error returned is ENOMEM.

ENOSPC has a different meaning.  It means there is no space on a device.

Of course it could mean that the spec is simply inconsistent and that it is
meant, for sem_open, to denote missing memory as well.  But this is anything but
clear.

I'll suspend the bug.  Somebody needs to file an interpretation request with the
Austin group to get this resolved.  If you don't want to do this, close the bug
since nothing will change.

POSIX2008 appears to have better formulation of this.
