Looks like only setlocale() is documented in the glibc manual. setlocale() is documented in the "How Programs Set the Locale" section. We could say "The path used for finding locale data can be set using the LOCPATH environment variable. The default path for finding locale data is system specific. It is computed from the value given as the prefix while configuring the C library. This value normally is /usr or /. For the former the complete path is: /usr/lib/locale" That text is similar to what I have seen elsewhere in the manual. I'll attach a patch to that effect.
