[Bug libc/4702] New: getpwent, setwpent and endpwent fail if there is no /etc/default/nss file

setpwent, getpwent and endpwent fail with errno == ENOENT when there is no
/etc/default/nss. Output from strace:

open("/etc/default/nss", O_RDONLY)      = -1 ENOENT (No such file or directory)

My nsswitch.conf:
