We didn't catch it in testing as the test case only depended on reading and writing the COND_PROTOCOL_INHERIT, which works as the shift was missing from both locations. Oddly, I had observed what I thought was a similar error with the CLOCK_ID, but after going through it realized it was just an optimization as the CLOCK_ID is bit 0.
