Manual section 12.21.2 documents Obstack streams.  However it seems this
functionality was removed between 2.2.5 and 2.3.

Either the documentation should be cleaned up, or Obstack streams should be
returned to the library.  Since 2.3 was released 2002-10-3, and nobody has
complained about its absence, removing the relevant manual entry seems like the
right thing.
