1.4 Roadmap to the Manual

    *  Maintenance, explains how to build and install the GNU C
      library on your system, how to report any bugs you might find, and
      how to add new functions or port the library to a new system.

The part C.5 "Reporting Bugs", however, is within Appendix C "Installing the
GNU C Library", not within Appendix D "Library Maintenance", so either C.5 is
misplaced or 1.4 is wrong.  I think C.5 should be moved to D.1.
