Yes, I guess as well that a culturally German Frisian locale wouldn=E2=80= =99t be for Western Frisian, but then it wouldn=E2=80=99t have the language code 'fy' e= ither, so we should probably create a new one like frr_DE maybe. I could not find the day and month names in the old fy_DE locale anywhere, it does not seem to have = been Sater Frisian and also not one of the North Frisian dialects I found.
