nptl/tst-mutexpi8 (and nptl/tst-mutexpi8-static) will hang.

This sounds similar to the problem reported in bug 14477, fixed via x86
assembly; tile uses the generic C version in nptl/pthread_cond_wait.c.

I also wonder if commit 8313cb997d2da2465c to add FUTEX_*_REQUEUE_PI support
might have played a role.

I tested with Siddhesh's commit ad4e70da0 (Fix PI mutex check) and the
tst-mutexpi8 and tst-mutexpi8-static tests now pass for tile.
