proposed patch

Currently the installed <elf.h> contains many Linux specific AT_* constants.
Especially with introduction of getauxval() it would be handy to allow
overriding them.

Please move this into separate bits header <bits/auxv.h>.

At least the FreeBSD kernel uses a different set.

And I doubt hurd also provides all of them.
