Glibc supports a --with-cpu option, which is used to determine what
machine-specific optimized routines to use.  Thus, it's fairly critical for
getting best performance.

However, this option is not mentioned in the manual's list of "all of the
available options for configure":

Note that the general mood is to make the compiler win and --with-cpu 
purely imply modifications to the CC setting - see 
<http://sourceware.org/ml/libc-alpha/2013-04/msg00357.html>.
