Debian (wheezy) eo locale file

Although not officially included in glibc the Esperanto locale has been
included for many years in Debian[1], Ubuntu[2], and other distributions.

There exist official Esperanto versions of Firefox[3], LibreOffice[4] and other
free software. Many services and popular sites offer localized versions, such
as Facebook[5][6] or Google Search[7]. Google Translate[8] allows to translate
to and from Esperanto. That's just to name a few.

Find attached the locale file currently being distributed by Debian. I hope
that is enough to add the eo locale.

I think there is still an issue of whether a naked lang can be submitted when
the common filename format is LL_CC  (LL=iso639 lang code, CC=iso31366 country
code).

Don't mistake this as an argument against constructed languages, merely a
comment on a need for a workaround on the country field question.

It is my opinoin that we should follow Unicode's lead here. 

I vote we use ZZ as `Unknown or invalid territory.'

The next step here is to email libc-alpha and gather consensus quickly on the
use of ZZ for this purpose, then rework the patch to use eo_ZZ, and then commit
that.

Antartica is international enough and there would be no need to find consensus
on the usage of the user defined ISO 3166 codes.

As stated in the comment AQ could be used as country code.

If you'd rather use one of the ISO 3166 "user defined" codes, I'd go with XX,
that's has been used before and it's still used (just search the web for
eo_XX), so I think it would be the one favored by the technical community of
speakers. But ZZ would be ok.

So now you have all patches, for eo, eo_XX, eo_ZZ and eo_AQ. If you ask me, I'd
include eo_AQ, since that seems to be the easiest way right now. No need for
further consultation.

PD: Anyway, I don't see why the optional country code is required in glibc. But
that's something that we can eventually deal with, in another bug.

Note that the proposed locales contain capitalized month names. It seems to
contradict the approach in BZ 14943.

This submission does not contain any justification for using euro as a monetary
unit in Antartic or "Unknown or invalid territory".

It is not clear if using non country codes like AQ or ZZ may brake existing
applications or their user interfaces. Some applications use data from the
country field of the locale name to get country name translated to the target
language using iso_3166-3 tables. Debian maintains these tables and the
corresponding packages are included into many Linux distributions. The
applications may brake because there is no translations for Antartic or ZZ in
iso-3166.

I think the right thing to do would be to close this bug as a duplicate for BZ
14943.

It is ironic that the Debian isocode project has Esperanto translations, but we
can't agree on how to create a locale for lang-eo.  I think we need a solution,
not just kick it further down the road.

So I can't find ZZ in the Debian isocode project, but I did a little research
on Esperanto and I have another suggestion.

Esperanto is currently the language of instruction of the International Academy
of Sciences in San Marino

http://en.wikipedia.org/wiki/Akademio_Internacia_de_la_Sciencoj_San_Marino

I propose submitting a locale for eo_SM in recognition of this fact.  It is no
more-or-less sound than the logic that lead to for for Interlingua.  Comments?

glibc just needs to drop the policy of having the country code be mandatory, at
least for LC_MESSAGES, LC_CTYPE, and any other categories that have nothing to
do with countries/politics. There's no justification for someone having to
choose a country (and cultural/political conventions) that may have nothing to
do with them just to get messages in their own language.

Rich, It's not that we have a policy it's just that nobody has run through the
process of trying to use a locale without a country code. I don't know if it's
possible and I haven't tried it.

I'll make the following strong statements:
* I don't think country codes should be mandatory.
* Adding the first locale without a country code will require validation before
we can check it in and know that it will work.
* I'm happy to use eo_ZZ, just post a message to libc-alpha@ requesting
consensus on this. I'll give my +1 immediately. I would like to see Keld and
Petr at least comment on this idea. I'll pull them into the thread.

Does that make sense?

Please ... non country codes? AQ is ISO_3166 just as UY, or FR, or UK. What are
you talking about? Please check your facts.

I can live with the fact that you are worried about breaking applications by
simply using a (perfectly legal) two letter locale. But there is no technical
reason that could imply that AQ would break anything (that wasn't broken to
start with).

As you probably know, those two letter codes are used also as top level domain
(with some exceptions). aq is used for that purpose too:

So please, add eo_AQ unless there is actually a good technical reason not to.

I think this patch covers all the issues brought up in this bug:

Thanks to Carlos for taking the discussion to libc-alpha[1]. Everybody was for
it. But let it be mentioned, for those that might think that is an issue, that
glibc already ships two "naked" locales, so "Given that POSIX and i18n work it
must mean that downstream tools can consume a locale without geographic
region."[2].

Month names are capitalized in Esperanto[3].

The new submission changes this. We use Unicode 00A4 and XDR, just as the
already existing locale i18n does. Nothing new there.

I'd be glad to address any remaining issues, but given that we have the green
light from libc-alpha (not a single objection there) and glibc is already
shipping locales without region code and the currency is taken care of, my
guess is that we are ready to go.

    Fix invalid memory access when parsing netgroup files with blank lines (BZ
#16506)

    The netgroups file parsing code tries to access the character before
    the newline in parsed lines to see if it is a backslash (\).  This
    results in an access before the block allocated for the line if the
    line is blank, i.e. does not have anything other than the newline
    character.  This doesn't seem like it will cause any crashes because
    the byte belongs to the malloc metadata block and hence access to it
    will always succeed.

    There could be an invalid alteration in code flow where a blank line
    is seen as a continuation due to the preceding byte *happening* to be
    '\\'.  This could be done by interposing malloc, but that's not really
    a security problem since one could interpose getnetgrent_r itself and
    achieve a similar 'exploit'.

    The possibility of actually exploiting this is remote to impossible
    since it also requires the previous line to end with a '\\', which
    would happen only on invalid configurations.

Esperanto locale with the additions from comment #22

Thanks Marko. This new patch should also cover comment #22:

* added LC_MEASUREMENT
* added yesstr and nostr

lang_term was already there and country_* do not belong in the naked language.

Do we agree the locale is ready to be committed now?

purpose for a countryless locale:

- date_fmt undefined (LC_TIME)

I'd rather check that later, but hey, since we are now at it let's take of that
right now. I removed the eo~ from the diff, I hadn't noticed it.

Short answer: they're ok capitalized.

Long answer: while it is true that both usages are now current[2], the
"Fundamento" (you can read here about how normative that document is[3]) uses
uppercase. That basically means you cannot go wrong if you capitalize them. You
can also check the Akademio de Esperanto[4] and their official dictionary. See
for example the entries for January[5] and Tuesday[6].
