Currently, strptime() only accepts either 2-digit or 4-digit timezone
specifications. This means that "+02" and "+0200" are correctly parsed.
However, "+02:00" is parsed as "+02". On most usage, this is fine but if we try
to parse "+02:30", we get "+02" instead. ISO 8601 allows the use of "+02:00"
and we should be able to parse it as expected.
