localedata is certainly an area that needs someone to become the expert 
and work on cleaning up the backlog of bug reports - which would include 
researching common usage in lots of countries / languages, and documenting 
that research carefully to justify patches.  After the catch-all "libc" 
it's the area with the greatest number of open bugs.
