The following tests fail when glibc is build with --enable-stack-protector=all:
elf/tst-ifunc-isa-1-static
elf/tst-ifunc-isa-2-static
This is distinct from bug 25680 since it also involves a fix to
__x86_get_cpuid_feature_leaf build options.

Additionally, IFUNC resolvers for static tst-ifunc-isa tests get called too early for stack protector to be useful, so fix them to disable stack protector for the resolver functions. This fixes all failures seen with --enable-stack-protector=all configuration.
