In bug 18978 it is noticed that using UNDEFINED does not actually produce
entries whose defined weight is equal to their code point. This would be
optimal since all newer Unicode code points would at least be sorted
consistently in a code point ordering.

As a quicker alternative we can in ISO 14651 define all the Unicode code po=
ints
between the current standard Unicode 9 and the released Unicode 14 using co=
de
point as the weights, this way we have consistent sorting until bug 18978 is
fixed.
