We should update to ISO 14651 6th Edition released in 2020:

Such an update requires:
- Harmonizing the existing language collation tailorings (see commit
159738548130d5ac4fe6178977e940ed5f8cfdc4).
- Updating the data to meet the regular expression rational range expectations
for English language speakers (see commit
7cd7d36f1feb3ccacf476e909b115b45cdd46e77 "Keep expected behaviour for [a-z] and
[A-z] (Bug 23393)."
