The changes in bug 17645 for dependency sorting may place objects without
dependencies differently. As a result, underlinked objects with implicit
dependencies on libc.so.6 may be relocated before libc.so.6, resulting in
relocation failures or crashes when IFUNC resolvers in libc.so.6 are invoked.

It should be possible to relocate libc.so.6 earlier, so that it is already
relocated when those IFUNC resolvers are invoked.
