    stdlib: Reduce namespace pollution in <inttypes.h>
    
    The namespace pollution results in conform test failures if the tests
    are run __USE_EXTERN_INLINES defined (e.g., when configuring with
    CC="gcc -O3" CXX="g++ -O3").
