    Add IP_RECVERR_RFC4884 and IPV6_RECVERR_RFC4884 from Linux 5.9.
    
    Add the new constants IP_RECVERR_RFC4884 and IPV6_RECVERR_RFC4884 from
    Linux 5.9 to bits/in.h.
    
    Tested for x86_64.
