	* fconfig.y: Added allow-any-value entry for enums, to allow
	any value to appear (this seems contradictory, but it's needed
	for the Responsible: field).
	
	* fconfigl.l: Added allow-any-value keyword.
	
	* pr.c (check_enum_types): Check for allow_any_value flag
	in the field.
