Log message:
	* pr.c (allocPR): Initialize the private struct.
	
	* Move more PR-related code into PR.c; move index-related code
	into index.c.  Make Index weak and wimpy (with the thought of
	removing it entirely).
	
	* index.c: Move the Index struct into here, as it is no longer
	needed publicly.
	
	* pr.c: Change the value member into a struct.
	
	More miscellaneous cleanups.
