	* send-pr.texi: Removed.
	* s-usage.texi (using send-pr): Emacs usage updated.
	(send-pr in Emacs): Updates, most of the text deleted and replace
	with the reference to the special Emacs manual section.
	* p-inst.texi (Configure and make): No longer mention send-pr.el.
	(Configure and make): Elisp files are not byte compiled.
	(Installing utils): Emacs installation code updated.
	* gnats.texi (Top): Removed the remark about old Emacs
	(defaults): Information about Emacs files updated.
