Yes, the configure check is broken -- it fails to detect missing %z support on MacOS X as well. It turns out that Solaris' strftime does not support the %z conversion specification. I get error messages saying that Gnats is unable to parse the Arrival Date field when submitting edits. The very simple patch below fixes the problem and makes the current GNATS 4 compile on both Solaris and Linux.
