Gnats install

After installing GNATS 4.0, I have the following problem when testing
send-pr:

[gnats@dvault gnats]$ send-pr
pr-edit: invalid fields:
Note: There was a bad value `rphaddox' for the field `Submitter-Id'.
      It was set to the default value of `unknown'.
      Note: There was a bad value `<na>' for the field `Class'.
      It was set to the default value of `sw-bug'.
      Note: There was a bad value `<low>' for the field `Priority'.
      It was set to the default value of `medium'.
      Note: There was a bad value `<non-critical>' for the field
`Severity'.
      It was set to the default value of `serious'.
      Note: There was a bad value `<no>' for the field `Confidential'.
      It was set to the default value of `yes'.
      Note: There was a bad value `<pending>' for the field `Category'.
      It was set to the default value of `pending'.
Errors were found with the problem report.

What would be the cause or a place to check?

Remove the "<" and ">" characters.
