I have a default debian install of version 4.0-3 and am having trouble 
getting gnats to read its user_access file.  Its completely ignoring it. 
  I also noticed the LIBEXEC prefix is set to /tmp/buildd from pbuilder :(

Use the gnats from testing.  I'm going to ask the archive maintainers to
remove 4.0-3.  I'm back from SANS training this week, so I'll have time
to finish fixing up the new gnats packages.

IIRC, that's not likely a good thing to do.  That would open up access
to anyone and their brother to modify the gnats database.  I will leave
that as an exercise for the local systems administrator.

You know.  I'm looking a little closer at this and noticed that I don't
have that file at all on my installation at work.  Instead, gnatsd
consults the database administration directory for ``gnatsd.access``.
i.e. /etc/gnats/db-config/default/gnatsd.access

Anyway, I'm doing some quality testing on the new gnats_4.0-4 packages
to make sure that a default database is indeed created if none exists.
