It doesn't look like a PR was raised.  It appears that you sent an email
to help-gnats@gnu.org as a non-member or first-time poster, and the
moderator rejected the post with the reason being:

If you're reporting a bug, please send email to bug-gnats@gnu.org.

If you're asking how to customize the `initial-pr-notification-pending`
to include a URI for a problem report, you must do so by manually
editing the dbconfig file.  For example::
