First, this: Use 127.0.0.1 instead of localhost. Depending on your name 
resolution setup, the machine might have trouble recognizing `localhost'.

If that doesn't work, check that gnatsd isn't dying when it is started. Try 
logging in as the `gnats' user and run gnatsd from the command line.

You need to do a little bit of Perl programming, modifying the 
page_start_html subroutine to include whatever you want. Do notice that 
most web servers can't serve graphics files out of the cgi-bin directory, 
so you need to locate these under the ordinary document root.

that gnatsd is closing the connection immediately. You probably don't have
