This is Debian setup. IIRC the file gnatsd.access is named
gnatsd.user_access in the Debian package because someone complained
about the default name. I agree it's confusing to have different names
for the same file in the upstream sources and the Debian package without
a good reason.
What do you, GNATS users, think about the name? Should it be
gnatsd.access or gnatsd.user_access?

If we are going to start removing packages because of the quality of the
software, wonderful. I move to remove all traces of the travesty of editors,
vi, from Debian, since obviously as editors they are less than alpha quality
software. -- Manoj Srivastava in debian-devel

The 4.0 documentation mentions the default location which is
/usr/local/etc/gnats, not /etc/gnats.

I have configured the file name to gnatsd.user_access:
--with-gnatsd-user-access-file=.../gnatsd.user_access
so I go for that version.

There is a gnatsd.host_access, so gnatsd.user_access would be
analogous. I think this also makes things a bit clearer--with
3.xxx I always had to look into the files to find out whether
gnatsd.access or gnatsd.conf was the right file to change. After
all, I don't need to change these files too often.

I agree, let's make it gnatsd.user_access. That seems much more natural.

Well, done.
Yngve, would you like to update the NEWS file appropriately?
