With the entry "gnats-admin: GNATS administrator" (no email)
in the responsible file, file-pr gets a SIGSEGV while parsing
the file. This is a poor error message. It makes debugging
the initial installation tricky.

Remove the email address (and colon?) from the aforementioned line.

(0) RTM and put an email address in the right place

(1) Check the return on the parse routine for "responsible"
and issue a warning or something if the administrator has
failed to configure the file correctly?
