make dvi results in a dvi file that is incorrect, with several sections missing and sections numbering messed up. This seems to be due to the way subdocuments are included in the main gnats.texi, which assumes that all texi files are located in the same directory.

I strongly suggest that we move all the documentation files to a separate directory at the top level of the distributions tree, called docs, and that we also start maintaining a separate ChangeLog for the manual in this directory.
