There problem here is the 'Body' part of the URL. MSIE decodes the value of this parameter before sending it to the mailer. Thus, we actually need to decode this part of the mailto URL twice, once for the browser and once for the mailer, when the browser is MSIE. There are also several other small inconsistencies between browsers, so it is going to be a bit of a puzzle to make it work across most browsers.
