	Documented changes in randist directory: new gsl_ran_discrete() and
	gsl_ran_ugaussian_tail(), including a fair bit of discussion on the
	former.  also, some new notes regarding the random directions code.
	
	Since I still don't have texinfo running I'm sure I have "broken" the
	file with a mismatched brace or something somewhere.  Sorry, but I
	figure bad documentation is better than no documentation!
