making an 0.9 release

I'm going to start making an 0.9 release.  The current cvs is working
well for me but if anyone has a problem let me know.  These will be
the last major changes before 1.0.

From here on can concentrate on testing and minor enhancements,
through releases 0.9.1, 0.9.2, etc, ... until we're confident enough
to release 1.0.

Doesn't look likely, unfortunately --- we need a volunteer to write
them. If someone wants to do that, let me know.

I should have added that there is a new scheme for the vector and
matrix views (described in the manual).  It works for me with GCC and
MSVC++ but maybe it is going to cause a slew of new errors on other
platforms, hopefully not.
