I've checkout a completely new module today as well, to make sure,
trying to configure I get the following error:
[I have installed pkgconfig-0.8.0]
david@faust:~/ftp/guile/guile-gtk 10 $ sh ./autogen.sh
...

gnome-guile produces exactly the same error
