Win2k / Cygwin host=i686-pc-cygwin target=sh-elf or target=i686-pc-cygwin

'make all' fails for both sh-elf and i686-pc-cygwin targets

gcc -g -O2 tclAppInit.o libcygtcl83.a \
       tclsh.res.o -o tclsh83.exe
tclAppInit.o: In function 'main':
tclAppInit.c:105: undefined reference to 'Tcl_Main'

and several other undefined references follow this one.
