Gygwin BASH ver2.05b.0(13) -release (i-686-pc-cygwin)

By following the instructions on how to build Insight_5.3 with Cygwin, I receive the following error after the "make" :

make[3]: Enterring directory '/home/me/src/opcodes/po'

  && rm -f $file && PATH=../src:$PATH msgfmt -o $file fr.po
msgfmt: not found
make[3]: ***[fr.gmo] Error 127

I have tried the followings:
1) To download insight ver 5_1, 5_2, 5_3 from cvs and none of them worked.
2)followed line by line the readme file and the related instructions
3) to download the archive file of insight and update the tcl/tk there
4)to "make" it in the src directory

Any help will be most welcome. Thank you
