This error shows up very very very very very very very very frequently when people download a cygwin snapshot but do not have all of the libraries in a consistent place on their system. I would suggest either 1) downloading the newest cygwin net release and building everything with that, 2) perusing the cygwin mailing list archives (reachable via http://sourceware.cygnus.com/cygwin/ ), or 3) sending a message to the cygwin mailing list: cygwin@sourceware.cygnus.com.
