I'm trying to debug a Tcl_CreateSlave() failure under Cygwin.
Specifically, I'm trying to determine why PostgreSQL PL/Tcl does not
work under Cygwin:

I just tried the above again under Cygwin Tcl/Tk 8.4.1 (i.e.,
tcltk-20030128-1) and got the same results.
Is Tcl_CreateSlave() known to work under Cygwin? This information will
help focus my debugging efforts.
