The top of that page specifies that this procedure is NO LONGER
necessary since the 5.4 release. To build on cygwin, just do
./configure; make; make install, AFAIK.
I think I'm going to remove that page. I was keeping it around for
anyone who might have dated hardware and need 5.2, but it is causing far
more trouble than it is worth.
