[RFC] Change Insight maintainership

Hi,

As discussed on the Insight mailing list, I am replacing Syd Polk as a 
maintainer for Insight (huh? what's that??)

Unless someone objects, I will commit the patch below by end of the day 
tomorrow.

My first official check-in will be to rip all this insight/gdbtk stuff 
from gdb's MAINTAINERS file into gdbtk/MAINTAINERS. If you have 
objections about this, please let me know. That, too, will go in tomorrow.
