Attempting to create an i686-ark-linux -> armv5tel-ark-linux crosscompiler
with java support ends in
armv5tel-ark-linux-gcj

It should probably be using gcj as opposed to target-gcj

A plain cross compiler, where the build and host platforms
are the same, should always invoke the just-built gcj.
I assume this is the case for you?
In that case the logic in libjava/configure.in seems ok to me.
One thing that would be helpful is if you could search
libjava/configure for the comment
# Which gcj do we use?
and add a "set -x" before this, and then later on
(after the case that switches on ${which_gcj}) add a
"set +x", then rebuild, and send the output.
Maybe this will show what is being decided incorrectly.
Also the exactly command line to the libjava configure
would probably be helpful.

Turns out to be a config problem on my side (i686 vs. i386 confusion in
host/build); configure thought it was building a canadian cross (but for a
canadian cross I guess the gcj file should have been generated?)

For a canadian cross you're expected to have
a build-x-host toolchain installed and in your PATH.
This is what is used to build the target libraries.
Without such a toolchain already around, there would
be no way to build target libraries, since the host
tools won't work on the build system in a canadian cross.
